The newly launched Specialty HRA is an account-based defined contribution plan that aims to cover the cost of abortion-specific health expenses and abortion medical travel that are not adequately covered by group medical plans.

With the Specialty Form HRA, employers can present the Medical Travel Accommodation Program as an integrated arrangement, but will need to be aware of the technical distinction between medical and non-medical reimbursements, plan requirements, and taxability. Specialty HRA must be funded by the employer and available only to employees enrolled in a group medical plan. It is important to note that specialized HRAs have specific eligibility and compliance requirements for the program. The form is HIPAA compliant and follows the obligation to be a third party administrator to manage HRA operations and compliance.

The form provides implementation and administration services for the HRA Medical Travel Accommodation Specialty Program which includes program design, human resources information system (HRIS) demographic file for program eligibility to record employees enrolled in group health plans , secure file transfer protocol (SFTP) tax file sent to employers, plan documents and free non-discrimination testing.
